Integrity, objectivity, honesty, and responsibility are fundamental ethical values in the performance of the public companies that make up the Public Business Corporation of Navarre.
For this reason, since 2018 all public companies of the Government of Navarre have had an Ethical and Conduct Code, which represents the formal expression of our values, principles, and ethical guidelines. It holds regulatory status within our organizations, serving as the general framework and guide that must be applied in carrying out each of our duties to ensure ethical and responsible behavior.
All employees and civil servants providing special services within the public companies of the Government of Navarre must, in the performance of all their activities, be guided by the ethical values contained in this Code and strive to uphold the ethical principles through the application of the established guidelines.
The Code applies to all individuals who are part of the public companies of the Government of Navarre, regardless of their hierarchical position. Therefore, it applies to all staff—both permanent and temporary employees—as well as management and members of the Boards of Directors.

CPEN Criminal Risk Map and Appointment of the Crime Prevention Officer
Compliance efforts also include the preparation of a Criminal Risk Map for NASERTIC—in which those areas and actions that may give rise to criminal liability for individuals who carry them out are identified—together with the appointment of a person responsible for Crime Prevention within the company.
Information Channel
Alongside the approval of the Ethical and Conduct Code in 2018, an Ethical Channel was set up to report practices, behaviors, actions, or omissions that may entail criminal implications exclusively for the legal entity.
In 2023, following the entry into force of Law 2/2023 regulating the protection of persons who report regulatory infringements and fight against corruption, the aforementioned Ethical Channel was replaced by an Information Channel. This channel may be used both by personnel from the public companies of Navarre and by any external individual. Its main purpose is to support the early detection of potential negative circumstances, irregularities, or improper conduct within the Corporation, assess them confidentially, and initiate the corresponding procedure.
