Navarra to Host the National Volunteer Congress on 26–27 November, Bringing Together Key Stakeholders in Volunteering at Local, Regional and National Levels
Navarra will host the 24th National Volunteer Congress on 26 and 27 November, bringing together in Pamplona key stakeholders in volunteering at local, regional and national levels.
This annual national event is organised by the Government of Navarra, through the Department of Presidency and Equality, together with the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda. Its purpose is to analyse, reflect on and develop proposals concerning the current reality of volunteering across the various areas in which it operates.
The Congress will take place at the Navarra Conference and Auditorium Centre – Baluarte, under the slogan “The Pulse That Unites Us, the Intelligence That Moves Us.” The motto reflects the fusion of two ideas: the invisible yet powerful energy that connects those who choose to give their time, attention and dedication—the very heart of volunteering—and the idea of intelligence, which reminds us that volunteering is not only about action, but also about reflection, creativity and vision.
Attendance is free, and registration will remain open until 20 November. This is the second time the Congress has been held in Navarra, following its previous edition in Pamplona in 2013.
Congress Programme
The Congress will feature two inspiring keynote addresses by Guillermo Dorronsoro, Management Board Advisor at Zabala Innovation Consulting and Professor at Deusto Business School, and Cristina Monge, political analyst and researcher specialising in governance for the ecological transition.
Through various dialogue panels, topics will include artificial intelligence and new technologies as transformative tools serving society; network building and collaboration between public administrations and stakeholders; tackling disinformation; responding to disasters; and the role of gender in volunteering, among others.
The programme will also include a session in which volunteers will share their experiences, insights and motivations in their respective areas of voluntary work.
As part of the Congress agenda, a concert by Música Con Sentido—the social awareness initiative promoted by the Spanish Volunteer Platform (PVE)—will take place on 8 November at Sala Zentral in Pamplona. The event will offer a musical journey through the history of rock, featuring a DJ, live bands and guest performers, while also providing information about social causes to encourage volunteer engagement among attendees.
A technical committee has been established to organise the Congress, bringing together representatives from the Directorate General of Presidency, Open Government and Relations with Parliament of Navarra; the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda; the Department of Social Rights and Well-being of the Principality of Asturias; the Directorate General of Youth, Development Cooperation and Volunteering of the Government of Cantabria; Pamplona City Council; the Spanish Volunteer Platform; the Navarra Volunteer Council; various departments of the Government of Navarra; the Public University of Navarra; the University of Navarra; ASPACE Navarra; and NASERTIC, the public company attached to the Department of Presidency and Equality.
During the Congress, the National Volunteer Awards and the 2025 Navarra Volunteer Distinction will be presented. This distinction is the highest recognition granted by the Government of Navarra in this field, awarded to individuals or organisations that have demonstrated outstanding dedication to volunteering or whose voluntary actions have had significant social impact. María José Leoz Tellería was the first recipient of this distinction last year for the “groundbreaking and innovative” work she has carried out over the past 40 years in support of people with Down syndrome.
2nd Navarra Volunteer Festival
Coinciding with the 24th National Volunteer Congress, the Baluarte exhibition hall will also host the 2nd Navarra Volunteer Festival on 27 November. The event will once again bring together social organisations and volunteers from across Navarra in a public space featuring activities for all ages, including information stands, participatory workshops, live music and performances, spaces for dialogue and reflection, and family-friendly activities.
The Volunteer Festival aims to strengthen the voluntary sector, encourage new volunteer engagement and publicly recognise the work of those who devote their time to building a more just, inclusive and supportive Navarra.
