The Government of Navarre strengthens the cybersecurity of local entities with in-person training in 24 municipalities

The Government of Navarre, through the Department of the Presidency and Equality, is promoting a training program aimed at staff of local entities in Navarre to strengthen their digital security. This initiative is managed and coordinated by the Navarra Cybersecurity Center (NavCC) and the public company NASERTIC, and is part of the regional government's work in Cybersecurity and Information Protection, the third workstream of the Strategic Plan for the Digitalization of Local Entities.

These training activities, free of charge for local entities, are delivered in Spanish and Basque and are aimed at political leaders and municipal staff from council offices and mayoralties. The objective is to promote and establish a culture of cybersecurity that ensures a safe, reliable, and sustainable digital transformation, while also improving the capacity to prevent digital incidents in the municipal environment.

To date, the program has been carried out in 24 municipalities in Navarre, where a total of 404 people have been trained across 33 sessions. These sessions, which last approximately one and a half hours, are delivered in person and are conducted by specialized independent professionals who tailor the content to the specific reality and needs of each local entity.

Territorial equity

The training sessions have taken place in different areas of the Foral Community, reaching municipalities in the Pamplona area, the central and northern zones, as well as the Ribera of Navarre. In this way, the program reinforces territorial equity and its aim of reaching both urban and rural localities, including: Ablitas, Monteagudo, Cárcar, Cortes, Iza, Jaurrieta, Lakuntza, Larraga, Leitza, Miranda de Arga, Murillo El Cuende, Rada, Traibuenas, Ochagavía / Otsagabia, Orkoien, Peralta / Azkoien, Ribaforada, Villafranca, Barañáin / Barañain, Berriozar, Tudela, Burlada / Burlata, Zizur Mayor / Zizur Nagusia, and Valle de Egüés / Eguesibar.

The training content focuses on raising cybersecurity awareness among political leaders and municipal staff; equipping local entities with practical knowledge to identify digital risks and threats; and strengthening the digital resilience of Navarre’s municipalities.

Commitment to local cybersecurity

This initiative is part of the strategy promoted by the Government of Navarre, through NavCC—led by the Department of University, Innovation and Digital Transformation—and NASERTIC, to move towards a more secure, prepared local administration aligned with the challenges of digital transformation, placing people at the center as the first line of defense against cyber threats.

The program will continue to be delivered in local entities across the region during 2026 and 2027. Any local entity in Navarre interested in receiving this training can request it via the email address soporte.eell@navarra.es.
