Navarre Leads the Implementation of European Cybersecurity Funds Under the CIBERREG Project with €2.6 Million

Navarre has achieved 100% implementation of the European Recovery and Resilience Facility (RRF) funds allocated to the region for cybersecurity initiatives under the CIBERREG project, making it the autonomous community that has made the best use of these resources nationwide.
Specifically, the Chartered Community of Navarre has executed the full €2,593,402.43 allocated to it. By comparison, across the eight participating autonomous communities, only €6.6 million of the €20.7 million initially earmarked for the project was ultimately executed, representing 32% of the available funding.
The funds have been used to support a wide range of initiatives carried out by the Directorate General for Telecommunications and Digitalisation and the public company NASERTIC through the Navarra Cybersecurity Center. These actions have focused on strengthening Navarre's cybersecurity capabilities in the areas of public awareness, business support and talent development, launching and promoting initiatives with long-term impact and continuity.
As highlighted by the Regional Minister for University, Innovation and Digital Transformation, Juan Luis García, “we wanted to take advantage of the opportunity provided by the RRF funds to promote initiatives that would not end with the execution of the funding, but would instead leave a lasting legacy for Navarre. We have invested in knowledge, talent, strengthening our businesses and raising public awareness, building a solid foundation for continued progress in the years ahead.”
“The real success is not only having executed 100% of the available resources, but having done so through projects designed for continuity and long-term impact, helping to consolidate a more competitive, innovative and future-ready cybersecurity ecosystem,” he added.
Awareness, Business Support and Talent Development Initiatives
The initiative with the greatest impact focused on public awareness and cybersecurity education. Navarre developed specific awareness programmes aimed at the general public, with an investment of €906,373, to promote safe digital practices and strengthen citizens’ ability to prevent increasingly sophisticated cyber threats.
Another major initiative was the launch of support services to help organisations comply with the Cyber Resilience Act (CRA), with an investment of €593,645. This initiative enabled Navarre-based companies to adapt to new European cybersecurity regulations by identifying requirements, gaps and necessary actions to align digital products and processes with the new regulatory framework.
In the academic field and talent development, the Cybersecurity Chair at the Public University of Navarre (UPNA) was established with an investment of €247,720, strengthening collaboration between academia, businesses and public institutions to promote specialised training, research and knowledge transfer. In addition, a dedicated awareness programme for primary school students, supported by €220,000, was launched to encourage a safe, responsible and critical use of the Internet and digital technologies from an early age.
Other initiatives include the development of the White Paper and Sectoral Cybersecurity Observatory of Navarre, a comprehensive analysis of cybersecurity trends and the cybersecurity landscape in the region, with an investment of €220,731; the implementation of an External Attack Surface Management (EASM) and Digital Identity Protection Service, funded with €197,195, providing Navarre's SMEs with visibility into their cybersecurity exposure and tailored improvement plans; and the launch of a Cybersecurity Self-Assessment and Improvement Roadmap Service, which helps companies assess their cybersecurity maturity and receive practical recommendations to strengthen protection against digital threats. This initiative received €88,600 in funding.
The project also included a strong commitment to innovation and knowledge generation through the creation of a Quantum Communications Laboratory, supported by €84,021, as well as outreach activities through the organisation and sponsorship of cybersecurity events, with an investment of €35,115.
The funds were implemented progressively over recent years, reaching €149,500 in 2024, €643,371 in 2025, and €1,800,530 in 2026, the year in which most of the planned initiatives were carried out.
The initiatives developed through the CIBERREG RRF funding therefore represent a significant boost to the cybersecurity strategy of the Chartered Community of Navarre, consolidating capabilities that will continue to generate value for businesses, citizens and public administrations well beyond the completion of the project.
