The new telecommunications centre installed in Bardenas Reales guarantees connectivity for emergency services when operating in the area

The new Government of Navarra Telecommunications Centre installed in Bardenas Reales guarantees communications and the operation of essential services related to public safety and emergency management in the zone. As a result, the Policía Foral, the Navarra Fire Service – Nafarroako Suhiltzaileak, ambulance units, and the Civil Protection and Emergencies Service and its 112 SOS Navarra Coordination Centre now have assured connectivity in emergency situations when operating in this area. The new facility will also improve connectivity for the general public across approximately 10,000 hectares of this natural park, once an authorised operator is in place.

The First Vice President and Minister of Presidency and Equality, Félix Taberna; the Minister of University, Innovation and Digital Transformation, Juan Luis García; and the President of the Bardenas Reales Community, José María Agramonte, visited the new facility, which improves coverage in the area of the Government of Navarra’s TETRA emergency communications network.

Also participating in the visit were Luis Campos, Managing Director of NASERTIC; Josean Vizcay, Director General of Telecommunications and Digitalisation; Jesús Izal, Director of Telecommunications at NASERTIC; and Ainhoa Remírez, Head of the Telecommunications Infrastructure area; as well as José Antonio Fraile, Sub‑Officer at the Tudela Fire Station; and Abel Bengoechea, Civil Protection technician. In addition, Juan Carlos Ciria, Director of CIP ETI in Tudela, and part of his teaching staff took part in the presentation of this new infrastructure.

It is worth noting that the construction of this new Telecommunications Centre is the result of a collaboration agreement signed between the Government of Navarra and the Bardenas Reales Community, with a total implementation budget of 325,361 euros, financed by the Bardenas Reales Community of Navarra with 210,978 euros and by the public company NASERTIC with 114,383 euros. In addition, the Directorate General of Telecommunications and Digitalisation was responsible for installing the TETRA base station, which involved an investment of 40,000 euros.

Installation Details
The new telecommunications centre covers a fenced and interconnected area of 1,170 square metres, including a 76 square metre technical cabin and a 30‑metre‑high telecommunications tower. The facility has electrical systems, climate‑control and monitoring equipment, and remote surveillance and supervision systems.

The installation meets sustainability and environmental protection criteria and is designed to operate autonomously in the absence of power supply—an essential aspect given the unique environment in which it is located. To this end, the facilities run on renewable energy through photovoltaic solar panels and batteries for self‑generation of the necessary electrical power, in addition to other components to ensure power supply, such as a generator set.

The new centre will also be able to host mobile telephony equipment and communications systems for managing the Bardenas environment itself.

The facility is located in the area known as Loma Negra, at an altitude of 646 metres. Its commissioning, operation and maintenance have been carried out by NASERTIC, a public company attached to the Department of Presidency and Equality, thus integrating it into the Government of Navarra’s telecommunications network.

135 Centres Across Navarra
The Government of Navarra, through the public company NASERTIC, has 135 telecommunications centres distributed throughout the region to ensure that all people, regardless of where they live, can access telecommunications services, thereby promoting equal opportunities.

These centres are located in strategic places, such as mountains and hard‑to‑reach areas or sparsely populated zones, where it is not profitable for private companies to operate.

These centres provide telecommunications services of general interest, such as emergency response, guaranteeing communication for security and emergency services. They also ensure connectivity for the Government of Navarra’s corporate network in the area via broadband, integrating health centres, courts, educational centres and other public administrative offices.

They also enable telecommunications services to reach the most remote and distant areas through high‑capacity data‑transport radio links between the centres themselvesIn addition, they ensure universal connection to mobile telephony, the Internet and radio for all citizens by sharing infrastructure with private companies and telecommunications operators under principles of equality, neutrality and transparency. It is worth noting that nearly 100% of Navarra’s population receives television and radio signals, and over 99.5% of people have access to the internet.

In addition, the telecommunications centres facilitate the provision of services such as local television and digital terrestrial television (DTT) free of charge throughout Navarra.
