Navarra Expands Its Actions to Strengthen Cybersecurity Awareness Across Society
The Government of Navarre has authorized, at today's cabinet meeting, the procurement of services that will enable the expansion and reinforcement of cybersecurity awareness, training and outreach activities aimed at the whole of Navarrese society. These actions will be managed by NASERTIC through the Navarra Cybersecurity Center (NavCC), a project promoted by the Department of University, Innovation and Digital Transformation.
Specifically, this is a comprehensive and specialized service designed to strengthen the culture of digital security throughout the region and provide society with access to knowledge, tools and best practices.
The tender has a maximum annual budget of €400,000 (excluding VAT) for 2027, in addition to €100,000 allocated for the remainder of 2026. The contract may be renewed annually until 31 December 2030 and has an estimated maximum value of €2.04 million, including the planned extensions and modifications.
The launch of this service is part of Navarre's strategy to consolidate the capabilities developed during the implementation of the European CIBERREG project, coordinated by the Spanish National Cybersecurity Institute (INCIBE), in which seven other Spanish regions also participate.
In this regard, the region has executed 100% of the €2.59 million in European funds allocated to it under this programme, aimed at awareness-raising initiatives, business support and talent development. In fact, public awareness has been the area receiving the highest investment within CIBERREG, with more than €906,000 allocated.
Campaigns Tailored to Different Groups
One of the main pillars of the new service will be the design and implementation of a multichannel awareness campaign plan, including both in-person and online sessions, with content adapted to the needs and knowledge levels of different audiences.
The activities will target, among others, citizens, children and young people, older adults, educational institutions, companies, especially SMEs and self-employed professionals, and vulnerable groups. The aim is also to ensure that the campaigns reach the entire territory of Navarre and can evolve according to the results achieved and the new needs that may be identified.
For in-person activities, priority will be given, among other settings, to secondary education and vocational training centres, public spaces aimed at citizens, and professional sectors requiring specific attention. Activities may include talks, practical workshops and participatory dynamics. These will be complemented by online sessions through virtual workshops, interactive presentations and other outreach formats.
The service will also incorporate mechanisms to measure the real impact of the initiatives, providing both an overall and segmented view of cybersecurity awareness levels within Navarrese society. The results will help identify specific needs by audience, territory or age group and progressively adapt the actions, content and communication channels used.
More Digital Content and New Outreach Formats
The procurement will also strengthen the Navarra Cybersecurity Center's digital communication strategy and the creation of its own content to make cybersecurity more understandable and engaging for different audiences.
The service will include the planning, creation and dissemination of content through the NavCC website and social media channels, with the aim of increasing the reach of campaigns, encouraging participation, promoting recommendations and best practices, and reinforcing the centre's position as a cybersecurity reference point in Navarre.
In addition, the successful bidder will be responsible for the management, maintenance and ongoing development of the Navarra Cybersecurity Center's web portal, which will serve as the central platform for training and outreach content, interactive resources, impact indicators, and access to the centre's various services and materials.
Through this initiative, Navarre aims to consolidate a stable line of work in the field of awareness-raising, extending the culture of cybersecurity across society, strengthening the capabilities developed in recent years and ensuring continuity for the initiatives promoted with CIBERREG European funding. In this way, the strategy responds to the objective established by the Government of Navarre that investments made in this area should generate long-term projects and maintain their impact once European funding has come to an end.
