The Government of Navarre’s Mobile Citizen Service Office assists 4,500 people in its first year of operation

The Government of Navarre’s Mobile Citizen Service Office has assisted nearly 4,500 people in its first year of operation, after travelling to around 60 localities in the Foral Community. This initiative, aimed mainly at municipalities with fewer than 20,000 inhabitants, has become a key tool for bringing public services closer to rural areas and strengthening a more accessible, inclusive, and people-centered Administration.

First Vice President and Minister for the Presidency and Equality, Javier Remirez, visited the town of Roncal / Erronkari this Tuesday, where the Mobile Office is operating this week, to mark the first anniversary of this service.

There, Remirez highlighted that "the Mobile Office is a clear example of the Government of Navarre’s commitment to territorial cohesion and equal opportunities, wherever you live, because it allows us to bring the Foral Administration to the heart of each locality, right to the town square." In this regard, he emphasized that this mobile resource "helps reduce the territorial and digital divide, facilitates interaction with the Administration, and ensures that public services reach every corner of Navarre."

He was accompanied during the visit by the Director General for the Presidency, Open Government and Relations with Parliament, Joseba Asiain; the President of the Roncal Valley General Council and Mayor of the municipality, Amparo Vinuiales; the Director of Innovation, Communication and Citizen Services of the public company NASERTIC, Toya Bernad; and Leticia Gurpegui, Citizen Service Coordinator, along with technical staff involved in the development of the project.

Over these twelve months, a total of 4,500 people have used the service (2,542 women and 1,958 men), with representation from all age groups: 100 people aged 0–18; 306 aged 19–30; 1,282 aged 31–45; 1,477 aged 46–65; and 1,335 over age 65.

Regarding the procedures carried out during this period, a total of 5,941 services have been recorded. Of these, 1,203 correspond to assistance throughout the process of enabling the user’s digital certificate on their device (from downloading the application to the request, verification, and download of the certificate itself); 183 digital certificate verifications; 1,637 Cl@ve registrations; 591 online procedure support services; 2,054 information request resolutions; and 273 document registrations.

The service, managed by NASERTIC, is part of the First Action Plan for the Open Government Partnership of the Government of Navarre. Over the past twelve months, the Mobile Office has not only been used by the Directorate General for the Presidency, Open Government and Relations with Parliament for citizen services, but also by the Directorate General for Housing, the Directorate General for Local Administration and Depopulation, and the Navarre Employment Service – Nafar Lansare (SNE-NL), which have offered specialized support in employment, aid, professional guidance, housing, and services related to the Depopulation Strategy.

In the coming months, the Mobile Office will expand its functions with the inclusion of the Navarre Foral Treasury’s Income Tax Campaign. The pilot experience will begin in Sanguesa / Zangoza, where it will operate between April 27 and May 15. It will then move to San Adrian, from May 18 to June 5, and will finish in Altsasu / Alsasua, from June 8 to June 25.

The Mobile Office is a fully accessible space, equipped with resources such as an induction hearing loop, adapted signage, an access platform for people with reduced mobility, and other elements that ensure equitable service for all.

High satisfaction with the service

Citizens who visit the Mobile Office rate the service very highly in surveys, with an average score of 4.8 out of 5. The most valued aspects are the personalized attention and the ability to resolve their procedures without needing to travel outside their locality, the latter being especially valued by people over 65.

Local councils also rate the service positively, giving the Mobile Office an overall score of 9.3 out of 10. The most valued aspects for local entities include the ease of coordinating the arrival of the office in the municipality, communication with the installation company and NASERTIC, and the usefulness and attention provided to their residents. When asked whether they would use the service again, the average response was 9.8 out of 10.

After its first year of operation, the Mobile Office consolidates its role as a key tool for strengthening the proximity of the Foral Administration and will continue its route through various municipalities in Navarre throughout 2026.
